The development and implemen-
tation of a model comprehensive
legal framework comprising rules
and regulations that can be adopted by
governments to compel the chemi-
cal industry into adopting respon-
sible practices, which includes the
setting of minimum standards for
chemicals management.
Each country needs to develop an
inventory-based chemicals manage-
ment system to regulate the use of
chemicals, especially those identi-
fi ed as hazardous. An IT-backed
mandatory notifi cation system
should be adopted as the fi rst step,
followed by more elaborate regis-
